Census Bureau Announces Final Mail Participation Results

The Census Bureau released the final mail participation rates for cities, counties and the nation. This includes any responses received by mail after the initial deadline of April 27th. For more information please, see this release. We'll try to post the rates for the areas in our region sometime next week.

Census Bureau Announces Final Mail Participation Results

The U.S. Census Bureau announced today that 74 percent of households in the United States filled out and mailed back their 2010 Census questionnaire, matching the final mail participation rate achieved in 2000 Census. The final 74 percent mail participation rate includes an additional 2 percent of households that mailed back their forms after April 27, when the U.S. Census Bureau announced a 72 percent participation rate.

Why am I Being Contacted by Census – I Returned my Form!

Many have asked this question, here's is the latest information from the Census Bureau on this subject:

We’ve finished the third week of the Nonresponse Followup stage of the 2010 Census. The completion of interviews in this phase is proceeding roughly on schedule. As of Saturday, we completed over 50% of the entire workload.

Some questions are coming in from folks who completed and mailed back their census forms, but are being visited by census workers in person, or receiving a phone call from the US Census Bureau. It might be a good time to go over the different reasons this might be happening. (All of the reasons are variants of attempts to make sure we’ve counted people once and only once and in the right place, their April 1, 2010, usual residence.) We use two ways of contacting people -- face to face visits and telephone calls.

Here are some reasons why you might get a knock on the door:

1. We received your mailed-in form too late to scratch your unit off the list of addresses to visit. (Since some forms get lost in transit, we train our enumerators to ask the census questions at every door they’re assigned; please be patient with this request).
2. There was missing or conflicting information on the form we received. (We want to make sure the information we collect from your household is complete and correct.)
3. We can’t match the address you provided on a “Be Counted” form or over the phone to our master address list. (We send the enumerator to you to make sure all information in properly attached to the right housing unit).

If we are uncertain about any of the answers your household provided on the census, we may call to get a better understanding of the situation and ensure we get an accurate count.

Here are a few reasons why you may receive a telephone call from the US Census Bureau:

1. If the number given for how many people were living at the address on April 1 does not match the number of people for whom information was provided.
2. If the form indicates that additional people were staying at the address on April 1 but were not included in the household’s count.
3. If we suspect we have received duplicate information about a housing unit or individual, we will follow-up to make sure people are not counted twice.

Final Participation Rates for Mailout portion of Census 2010 Released

The Census Bureau has released the final Census 2010 participation rates from the mail-out mail-back operation, the first phase of the data collection. On Saturday, Census takers will begin the next phase, non-response follow-up, which includes visiting those addresses that did not respond to the Census forms.

The nation reached the level of participation achieved during Census 2000 (72%) and Texas has exceeded the 2000 rate by 1% (69%). For CAPCOG counties, all have met or exceeded the 2000 level of participation except for Blanco. The table below summaries each county.

Fifteen cities in the CAPCOG region had participation rates increase by double digits when compared to the rate in 2000. Here's a look at those cities.

Although Austin did not reach 75%, its participation rate (at 69%) did go up by 1% compared to the Census 2000 rate. And it also exceeded the rates of both Dallas and Houston. This table shows the participation rates for the 20 most populated Texas cities.

Lastly, though these numbers look pretty good so far, the work has not been finished for Census 2010. Any remaining Census forms that are returned will still be counted. Also, group quarter enumeration continues and housing units not returning a form will be visited up to six times in order to get a response from that household or determine that the unit is vacant.

Census takers are your neighbors – people from your community, hired by the Census Bureau, to go door-to-door and collect census information from residents that have not sent back their 2010 Census forms. Please cooperate with the census takers to ensure an accurate count of your community.

A census taker will visit your home up to six times, each time leaving a door hanger. The door hanger has a phone number on it that you can call to schedule a visit and be counted.

Block Parties, Bike-a-Thons, Crawfish Boils on Tap for 2010 Census March to the Mailbox Effort to Boost Mail-Back

AUSTIN, Texas – Block parties, bike-a-thons, picnics and crawfish boils are on the agenda for this weekend, when cities and local community groups stage awareness events in neighborhoods and communities across the country to urge households to mail back their 2010 Census questionnaires.
The effort is a final appeal to get residents to complete the 10-question Census form and mail it back so that everyone is counted and that each community gets its fair share of political representation and federal funding. Texas, Louisiana and Mississippi have had among the lowest 2010 Census participation rates in the nation.
To help out, awareness events are planned for every corner of every state to promote Census 2010 participation, the final publicity push before Census workers are dispatched to the field to knock on doors and gather the information in person. Among them:

The 2010 Census has used a wide-ranging multi-pronged campaign to raise awareness and participation of the 2010 Census to reduce the expense of door-to-door canvassing by Census enumerators, a costly and time consuming operation. While a Census form can be returned by mail for less than 50 cents, it costs an average of $57 for each household to send workers to retrieve the information in person. If 100 percent of all households mailed back their forms, taxpayers would save about $1.5 billion.
The decennial Census is taken every 10 years to count everyone in the United States where they live, a mandate in Article 1, Section 2, of the U.S. Constitution.
An accurate count is important because the numbers collected determine how seats in the U.S. House of Representatives are divided among the states and is a factor in the redistribution among states of $400 billion annually of federal monies for public infrastructure and programs, such as funding for highways, health programs, public housing and economic development.
The 2010 Census questionnaires should have arrived by mail or hand-delivery. It is the shortest in recent history, consisting of only 10 questions. It takes fewer than 10 minutes to complete and will affect life in your community for the next 10 years. The census has been taken every decade since 1790.

April 1, 2010 is an historic day in the United States. It is national “Census Day” to encourage everyone to participate in the Census tocreate a Portrait of America. (See http://2010.census.gov/2010census/ for more information about the 2010 Census.)

In Smithville, we are inviting photographers to help us create a “Portrait of Smithville” very literally. We are looking for photographers to help us take pictures of many of the people in Smithville onApril 1.
Roaming photographers around town capturing every-day life
Arranged photographs at places like the hospital and the Towers Nursing Home
Poised photos at the Rec Center, where we will also have many Census activities.
These photos would become part of our legacy for the future.
Working with the Heritage Society, the Lost Pines Artisans’ Alliance, and the City, we will create a web presence and a photo collage to document this day in history.
Release forms will be available at City Hall and at theRecreation Center on Thursday after 8:30AM. Please be sure you ask everyone to sign one before you take their photo (or at least before you submit their photo to our website).
Please also register with your email address, phone number,and other contact information so that we may contact you when we have more details on how to submit your images and the use of the images. You may do that by emailing Jill Strube at the address below, or signing in when you pick up release forms.

Texas Continues to Lag behind Nation in Census Participation

As of March 30th, the Census 2010 participation rate for Texas was at 44% compared to 50% for the entire U.S. Many of the cities and counties, including some of the largest ones in the Capital Area region are also lagging behind the state rate.

Here's a look at the rate for cities in the Capital area region above population of 10,000 according to the last Census estimate. The chart also includes the value from last Tuesday, March 23rd.

Here's what the rate looks like for Capital Area counties.

And here are the cities in the Capital Region with the highest participation rate as of March 30th.

Lastly, here's how the 20 largest cities in Texas are doing in terms of Census 2010 participation.

Take 10 Map shows Census 2010 Participation Rates

The Census Bureau's "Take 10" campaign encourages residents to Take 10 minutes to fill out the 2010 Census form and mail it back. A big part of the campaign is the ability to see daily updates of 2010 Census participation rates at the state, county, city, and even neighborhood level (census tracts).

If poor participation is detected before the Census 2010 has finished, then maybe some outreach could be done to improve the response rate.

The map is now live on the Census 2010 website, http://2010.census.gov/2010census/take10map/.

Here's a look at most of Texas as of March 23rd. As you can see, most Texas counties are the darkest blue indicating less than 20% of the mailed census forms have been returned. The lighter shade shows the few that counties that have over 20% but less than 40% responses so far.

CAPCOG will monitor this site periodically to see how the response rates are looking for entities in our region. However, we do encourage you to check out the site at your own convenience.

U.S.C Title 13 Protects Census Responses

When you fill out and mail back your 2010 Census form, your responses are safe and confidential. No law even the US Patriot Act overrides the protection given to Census responses through Title 13 of the U.S. Code. The U.S. Department of Justice confirmed this in the following letter:

Every Census Bureau employee must pass a background check before being hired and must swear under oath to protect the confidentiality of census responses. This is an oath for life. Any employee who reveals any personal census information is subject to severe penalties -- including a fine of up to $250,000, imprisonment of up to five years, or both.

By law, no other government agency, law enforcement agency, national security agency, court, or anyone else can access your responses -- not anyone for any reason.

No law overrides the confidentiality law that protects personal information collected by the Census Bureau, or can force the Census Bureau to share census responses.

Killeen's One Spirit Organization Reaches Out To Korean Community

One Spirit is a Korean community organization in Killeen, Texas. The organization is also a member of the City of Killeen 2010 Census Complete Count Committee.

On February 18, 2010 members of One Spirit gathered at Oh! Mart (714 S Fort Hood St, Killeen, TX. Tel: 254-519-0888) and visited with shoppers on the importance of the census. The group will gather again February 25, 2010 for a special 2010 Census presentation at Yang Sing Restaurant off of Hwy 190.

Austin Polish Society Promoting The Census

APS has 2010 Census posters and sample census questionnaire forms in Polski and will be using these materials to educate and inform Polish descendants and immigrants. Nationwide Hard to Count Maps Launched

A new mapping application developed by the Center for Urban Research was recently launched which allows users to see the Hard to Count Scores and hard to count attributes for various levels of geographies across the nation (including Metropolitan areas, Counties, and Census Tracts with Hard to Count Scores of over 60).

The application is available at http://www.censushardtocountmaps.org/. Feel free to use in conjunction with the hard to count maps we developed that show tracts in the region with hard to count scores of over 30.

The Super Bowl ad is just a portion of the Census 2010 National media campaign. The goals of the campaign are to:

Increase the share of American households that mail back their census form.
Reduce the undercount, especially the differential undercount which disproportionately impacts hard to count communities.
Increase cooperation with enumerators during the door-to-door phase, also known as Non-response Follow-Up (NRFU).

Pacific Islander and European Language Posters

To ensure a complete count of all residents of the United States, the 2010 Census is promoting the safe, easy, and important event in various languages. We've recently received beautiful wall posters in French, German, and Polish.

We also received posters that focus on the Native Hawaiian and Oceania/Pacific Islander communities in English.

Census awareness block party- Huston-Tillotson University

Huston-Tillotson University, a Historically Black College/ University in Central Texas, hosted a census awareness block party on November 7. It was an ideal event to host outdoors with the weather being sunny and warm.
A parade of booths were set up to discuss various topics related to the 2010 Census; for example, Census and Healthcare, Census and Schools, and Census and Immigration, amongst others.
Partners that joined the Census Bureau to message on the importance of next year's census included the National Pan Hellenic Council - Killeen/Ft. Hood Chapter, the Killeen Texas NAACP, African-American Capital City Chamber of Commerce, and the Huston-Tillotson Offices of Enrollment, Religious Life, Campus Life, and Health Services. Several student volunteers made the event fun and informative for their fellow students and event attendees.

Bastrop, Lee, and Bell County CCCs Ready to Promote the Census

Each have been provided details on their area hard-to-count populations, resources to use in census awareness outreach, and have been briefed on how to apply for Partnership Support funding. Jill Wilson, Senior Research Analyst at the Brookings Institute, covers the Census and other demographic trends nationwide. She is publishing a series on the Census and in her latest post she takes a look at "Hard to Count" areas nationwide.

In her posting she includes a map that shows the percentage of the population in metro areas nationwide that fall within a hard to count census tract. To view her map and article, go here. Day Out With Thomas the Tank Engine

The City of Burnet/Burnet County Complete Count Committee was present for Day Out with Thomas the Tank Engine, a massive event held in Burnet, Texas from October 9 -11, 2009. Thomas the Tank Engine is a popular cartoon geared towards toddlers. The Austin Steam Train Association brought Thomas the Tank alive in the form of an actual steam engine! Fans and their families were able to catch a ride on Thomas the Tank. In between periods of the train rides, the CCC provided information on the 2010 Census to passers-by. Kids in attendance picked up balloons and activity books from the 2010 Census booth to remind kids how important it is to remind their parents to fill out their census form. The Census Bureau raffled three baskets of census goodies; the winners are from Cedar Park, Liberty Hill, and Burnet respectively.

Complete Count Committee- Key to 2010 Census Success

Every 10 years, as mandated by the U.S. Constitution, our nation conducts a census — an effort to count every person living in the United States.
The key to this endeavor is having every household fill out and mail back a completed census questionnaire. Participation is critical, as the results determine how Congress is apportioned and how more than $400 billion in federal funds are distributed annually.
One way to help ensure that everyone is counted is to form Complete Count Committees in your community. Complete Count Committees are volunteer teams consisting of community leaders, faith-based groups, schools, businesses, media outlets and others who are appointed by elected officials and work together to make sure entire communities are counted.

The City of Jonestown hosted Oktoberfest in Jones Brothers Park on October 3, 2009. Even though the rain poured hard, everyone in attendance had a great time! The Central Texas 2010 Census Partnership Team gave balloons away to kids and talked to their parents about the importance of the census. The Team also displayed the actual questionnaire you'll receive in March 2010 for passers-by to view and comment on. We also held a raffle of a big basket of 2010 Census goodies. Our winner is Dawn of Austin.
The City of Jonestown is looking forward to a complete and accurate count of their community. Any interest in volunteering to help the 2010 Census team can be directed to the City of Jonestown office.

Caldwell County Complete Count Committee

Caldwell County CCC gathered on August 3rd to conduct a second round of training for their members. The result was strong support for the outreach efforts to educate the community on the importance of participating in the decennial census, and returning the questionnaire by April 1, 2010. Due to the large Spanish-speaking population residing in Caldwell, promotional materials including banners, will be made available to the entire County to ensure a complete and accurate count.

The sole purpose of the grant is to promote the 2010 Census in Hard-to-Enumerate communities via local partners that recognize and understand the population served. The “Hard to Count (HTC) Score” was developed by the U.S. Census Bureau to help identify areas that might be difficult to enumerate during Census 2010. The HTC score was calculated for every Census tract in the nation using twelve socioeconomic, demographic, and housing variables from Census 2000 that were correlated with high non-response rates. Online Maps have been developed showing this data for the CAPCOG area and four additional counties: Bell, Coryell, Falls, & Lampasas.

Hard to Count Scores range from 0-132. Areas with the highest scores (e.g., over 70) are likely to have relatively high nonresponse and undercount rates, while areas with the lowest scores are likely to be areas with low rates. These high HTC areas may warrant increased level of focus for Census outreach activities.

The first set of maps developed by the Capital Area Council of Governments shows the location of Census tracts with a 70+ HTC score for three different areas, while the second shows tracts with a score 30 to 69. The three areas include: Area 1: Travis county; Area 2: All of the CAPCOG region excluding Travis County; and Area 3: Bell, Coryell, Falls, & Lampasas counties. When you visit one of the maps, click on a shaded area to view Census 2000 data about that Census tract. The field names in the table have been abbreviated, but this definition file contains an explanation of each variable. Also, the KML or KMZ files for each map are posted below for download, allowing users to view the data in Google Earth.

The Census Bureau has assigned a partnership specialist to each county within Texas. The role of the partnership specialist is to develop partnerships with local governments and community groups to increase awareness about the Census.

For the CAPCOG region, there are five different partnership specialists representing certain counties. Each brings knowledge and training that will be assets to your Complete Count Committees. The map below depicts the areas that each represents. Click on the map to view the contact info for each partnership specialist.

Welcome to the CAPCOG Census Coordination blog, which we hope will serve as a forum for Census partners in the Austin-Round Rock, TX (Capital Area region) to coordinate on outreach activities for Census 2010.
