This includes any responses received by mail after the initial deadline of April 27th. For more information please, see this release. We'll try to post the rates for the areas in our region sometime next week.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;Census Bureau Announces Final Mail Participation Results&lt;br /&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;The U.S. Census Bureau announced today that 74 percent of households in the United States filled out and mailed back their 2010 Census questionnaire, matching the final mail participation rate achieved in 2000 Census. The completion of interviews in this phase is proceeding roughly on schedule. As of Saturday, we completed over 50% of the entire workload.&lt;br /&gt;&lt;br /&gt;Some questions are coming in from folks who completed and mailed back their census forms, but are being visited by census workers in person, or receiving a phone call from the US Census Bureau. It might be a good time to go over the different reasons this might be happening. (All of the reasons are variants of attempts to make sure we’ve counted people once and only once and in the right place, their April 1, 2010, usual residence.) We use two ways of contacting people -- face to face visits and telephone calls.&lt;br /&gt;&lt;br /&gt;Here are some reasons why you might get a knock on the door:&lt;br /&gt;&lt;br /&gt;1. We received your mailed-in form too late to scratch your unit off the list of addresses to visit. (Since some forms get lost in transit, we train our enumerators to ask the census questions at every door they’re assigned; please be patient with this request).&lt;br /&gt;2. There was missing or conflicting information on the form we received. (We want to make sure the information we collect from your household is complete and correct.)&lt;br /&gt;3. We can’t match the address you provided on a “Be Counted” form or over the phone to our master address list. (We send the enumerator to you to make sure all information in properly attached to the right housing unit).&lt;br /&gt;&lt;br /&gt;If we are uncertain about any of the answers your household provided on the census, we may call to get a better understanding of the situation and ensure we get an accurate count.&lt;br /&gt;&lt;br /&gt;Here are a few reasons why you may receive a telephone call from the US Census Bureau:&lt;br /&gt;&lt;br /&gt;1. If the number given for how many people were living at the address on April 1 does not match the number of people for whom information was provided.&lt;br /&gt;2. If the form indicates that additional people were staying at the address on April 1 but were not included in the household’s count.&lt;br /&gt;3. If we suspect we have received duplicate information about a housing unit or individual, we will follow-up to make sure people are not counted twice.&lt;br /&gt;&lt;br /&gt;You can confirm that the individual calling is really from the Census Bureau by running through this checklist. On Saturday, Census takers will begin the next phase, non-response follow-up, which includes visiting those addresses that did not respond to the Census forms.&lt;br /&gt;&lt;br /&gt;The nation reached the level of participation achieved during Census 2000 (72%) and Texas has exceeded the 2000 rate by 1% (69%). For &lt;span id="SPELLING_ERROR_0" class="blsp-spelling-error"&gt;CAPCOG&lt;/span&gt; counties, all have met or exceeded the 2000 level of participation except for &lt;span id="SPELLING_ERROR_1" class="blsp-spelling-error"&gt;Blanco&lt;/span&gt;. And it also exceeded the rates of both Dallas and Houston. Any remaining Census forms that are returned will still be counted. Fill out and mail back your census form TODAY!&lt;br /&gt;If you do not mail back your census form, a census taker will visit your home in person to ensure that we accurately count each person in the country...&lt;br /&gt;Census takers are your neighbors – people from your community, hired by the Census Bureau, to go door-to-door and collect census information from residents that have not sent back their 2010 Census forms.  Please cooperate with the census takers to ensure an accurate count of your community.&lt;br /&gt;&lt;br /&gt;A census taker will visit your home up to six times, each time leaving a door hanger. Texas, Louisiana and Mississippi have had among the lowest 2010 Census participation rates in the nation.&lt;br /&gt;                To help out, awareness events are planned for every corner of every state to promote Census 2010 participation, the final publicity push before Census workers are dispatched to the field to knock on doors and gather the information in person. While a Census form can be returned by mail for less than 50 cents, it costs an average of $57 for each household to send workers to retrieve the information in person. If 100 percent of all households mailed back their forms, taxpayers would save about $1.5 billion.&lt;br /&gt;                The decennial Census is taken every 10 years to count everyone in the United States where they live, a mandate in Article 1, Section 2, of the U.S. Constitution.&lt;br /&gt;                An accurate count is important because the numbers collected determine how seats in the U.S. House of Representatives are divided among the states and is a factor in the redistribution among states of $400 billion annually of federal monies for public infrastructure and programs, such as funding for highways, health programs, public housing and economic development.&lt;br /&gt;                The 2010 Census questionnaires should have arrived by mail or hand-delivery. It is the shortest in recent history, consisting of only 10 questions. It takes fewer than 10 minutes to complete and will affect life in your community for the next 10 years. Smithville</title><content type='html'>Photographers Needed!&lt;br /&gt;Census Day “Portrait of Smithville”&lt;br /&gt;Thursday April 1, 2010&lt;br /&gt;&lt;br /&gt;April 1, 2010 is an historic day in the United States. It is national “Census Day” to encourage everyone to participate in the Census tocreate a Portrait of America. (See &lt;a href="http://2010.census.gov/2010census/"&gt;http://2010.census.gov/2010census/&lt;/a&gt; for more information about the 2010 Census.)&lt;br /&gt;&lt;br /&gt;In Smithville, we are inviting photographers to help us create a “Portrait of Smithville” very literally. We are looking for photographers to help us take pictures of many of the people in Smithville onApril 1.&lt;br /&gt;Roaming photographers around town capturing every-day life      &lt;br /&gt;Arranged photographs at places like the hospital and the Towers Nursing Home&lt;br /&gt;Poised photos at the Rec Center, where we will also have many Census activities.&lt;br /&gt;These photos would become part of our legacy for the future.&lt;br /&gt;Working with the Heritage Society, the Lost Pines Artisans’ Alliance, and the City, we will create a web presence and a photo collage to document this day in history. &lt;br /&gt;Release forms will be available at City Hall and at theRecreation Center on Thursday after 8:30AM. A big part of the campaign is the ability to see daily updates of 2010 Census participation rates at the state, county, city, and even neighborhood level (census tracts). &lt;div&gt;&lt;div&gt;&lt;/div&gt;&lt;div&gt;&lt;br /&gt;If poor participation is detected before the Census 2010 has finished, then maybe some outreach could be done to improve the response rate.&lt;/div&gt;&lt;div&gt;&lt;br /&gt;The map is now live on the Census 2010 website, &lt;a href="http://2010.census.gov/2010census/take10map/"&gt;http://2010.census.gov/2010census/take10map/&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Here's a look at most of Texas as of March 23rd. As you can see, most Texas counties are the darkest blue indicating less than 20% of the mailed census forms have been returned. For many years, the second week of February was set aside for this celebration to coincide with the birthdays of abolitionist/editor Frederick Douglass and Abraham Lincoln. In 1976, as part of the nation’s bicentennial, the week was expanded into Black History Month. It was an ideal event to host outdoors with the weather being sunny and warm.&lt;br /&gt;A parade of booths were set up to discuss various topics related to the 2010 Census; for example, Census and Healthcare, Census and Schools, and Census and Immigration, amongst others.&lt;br /&gt;Partners that joined the Census Bureau to message on the importance of next year's census included the National Pan Hellenic Council - Killeen/Ft. Hood Chapter, the Killeen Texas NAACP, African-American Capital City Chamber of Commerce, and the Huston-Tillotson Offices of Enrollment, Religious Life, Campus Life, and Health Services. She is publishing a series on the Census and in her latest post she takes a look at "Hard to Count" areas nationwide. &lt;br /&gt;&lt;br /&gt;In her posting she includes a map that shows the percentage of the population in metro areas nationwide that fall within a hard to count census tract. Thomas the Tank Engine is a popular cartoon geared towards toddlers. The Austin Steam Train Association brought Thomas the Tank alive in the form of an actual steam engine! Fans and their families were able to catch a ride on Thomas the Tank. In between periods of the train rides, the CCC provided information on the 2010 Census to passers-by. Kids in attendance picked up balloons and activity books from the 2010 Census booth to remind kids how important it is to remind their parents to fill out their census form. Even though the rain poured hard, everyone in attendance had a great time! The Central Texas 2010 Census Partnership Team gave balloons away to kids and talked to their parents about the importance of the census. The Team also displayed the actual questionnaire you'll receive in March 2010 for passers-by to view and comment on. We also held a raffle of a big basket of 2010 Census goodies. Our winner is Dawn of Austin.&lt;br /&gt;The City of Jonestown is looking forward to a complete and accurate count of their community. The HTC score was calculated for every Census tract in the nation using twelve socioeconomic, demographic, and housing variables from Census 2000 that were correlated with high non-response rates. Areas with the highest scores (e.g., over 70) are likely to have relatively high nonresponse and undercount rates, while areas with the lowest scores are likely to be areas with low rates. These high HTC areas may warrant increased level of focus for Census outreach activities.&lt;br /&gt;&lt;br /&gt;The first set of maps developed by the Capital Area Council of Governments shows the location of Census tracts with a 70+ HTC score for three different areas, while the second shows tracts with a score 30 to 69. The three areas include: Area 1: Travis county; Area 2: All of the CAPCOG region excluding Travis County; and Area 3: Bell, Coryell, Falls, &amp;amp; Lampasas counties.  When you visit one of the maps, click on a shaded area to view Census 2000 data about that Census tract. The field names in the table have been abbreviated, but this &lt;a href="http://data.capcog.org/Information_Clearinghouse/census/htcmap_data_definitions.pdf"&gt;definition file&lt;/a&gt; contains an explanation of each variable. The role of the partnership specialist is to develop partnerships with local governments and community groups to increase awareness about the Census. &lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-family:Arial;"&gt;For the CAPCOG region, there are five different partnership specialists representing certain counties. Each brings knowledge and training that will be assets to your Complete Count Committees. The map below depicts the areas that each represents.
